Mutual Fund?
I currently am a government employee and have an employee retirement plan (not 401k). Should I also consider investing in a mutual fund? Would I be able to have a Roth IRA? I don’t plan on working for the government for much longer so I would like to start a separate retirement fund.

Should I make a lump-sum contribution to my mutual fund account or take advantage of dollar-cost averaging?
I received some inheritance money that I’d like to invest for retirement. I plan to open a mutual fund account with Vanguard and begin investing in index funds. Should I invest the entire lump sum at once or keep it in a high-yield money market account and fund the mutual fund account monthly to take advantage of dollar-cost averaging?
Assume I have no bad debt, have already established an emergency fund, am contributing to a 401(k), and am funding a Roth IRA (also with Vanguard) to the annual max.

Mutual funds holding foreign equity and foreign tax credit?
I have two mutual funds that hold some foreign equity. I am assuming there are foreign taxes that will be paid related to these. Will I be able to get a foreign tax credit for the taxes paid? What if these are held in a Roth IRA?
If the funds are in a Roth, would I be able to apply a FTC if I have taxable passive income from other sources, or still no?

Is a money market IRA considered a traditional or Roth IRA?
I have a money market IRA that was converted from a Roth IRA over 2 years ago. I didn’t like the rate I was getting in the Roth and converted to the money market, but now I am unhappy with the return I am getting on the money market IRA. Is my money market IRA considered a traditional IRA? I’m 27 and would like to withdraw approximately 3,000 for something that would not qualify under any of the exceptions. Will I end up paying the 10% early withdrawal fee and will the 3000 be considered income?

How often can you trade between mutual funds in a ROTH IRA?
I have a Roth IRA through USAA. Within the ROTH, I have a few mutual funds. I was wondering if there is some kind of restriction that would restrict the frequency I can exchange between funds. Anyone know?
