Should I invest in a mutual fund or a 529 plan for my child?

The 529 plans that I have found in NY have an average of 3-5% return since inception (2003). I feel that if I invest in a traditional mutual fund, I can get a better rate of return over the next 18 years and this will out weigh the tax advantages of the 529 plan. Is my rational correct?

How does one read a mutual fund historical performance in today's economy?

I’m trying to purchase a mutual fund for an IRA. When I look at a fund’s history everything is in negative numbers due to last years crash. Some funds have a positive return "since inception" but show a negative return over 10 years or less. How can I adequately judge a funds performance when they are showing these kinds of returns?
